The EFTA and candidate-country groups are subsets of non-EU27 foreign citizens, not additional parts, and are never summed into a total. The published parts match the total closely but not always exactly (EU27 2024: a residual of 83,822 people, an artefact of summing 27 national tables), so no reconciliation is asserted unless it is stated for a specific country.
